Who needs it
The administrator or proxy filing returns for a company/sole trader, the accountant with an SPV authorisation, any user of e-Factura, e-Transport or e-TVA on behalf of a company. Individuals can also use username/password, but the certificate gives full access.
What exactly is signed
The confirmation document at SPV registration, the smart PDF tax returns (D100, D300, D112, D394 etc., generated with DUKIntegrator or downloaded from ANAF), requests and notifications filed through SPV. e-Factura is accessed with the same certificate (authentication) or through an OAuth token generated with it.
Legal basis
- Fiscal Procedure Code (Law 207/2015), art. 80 (communication through SPV)
- ANAF Order 1090/2022 on the Virtual Private Space
- ANAF Order 2213/2025 (updates on SPV enrolment and authorisations)
- Law 296/2023 and GEO 120/2021 (e-Factura)
Steps with Simplifi
- 01
Get the qualified certificate (free)
Create an account at app.simplifi.ro, complete video identification and enable 2FA. The qualified certificate is issued on the spot, no token, no subscription. If you sign for a company, the certificate is yours as a natural person (legal representative or proxy); that is what the portals require.
- 02
Install Simplifi Sign
Download the app from the Microsoft Store (Windows 10/11) or the .pkg for macOS and log in with your Simplifi account. Your certificate appears in the system certificate store, as if a token were plugged in. Certificate authentication in portals is active on paid plans (from Personal, €1/month billed annually); local PDF signing works on the free plan too.
- 03
Download the confirmation document
From Simplifi Sign you generate the certificate confirmation document, signed by Simplifi, which ANAF requires at registration. See the steps and video in the Simplifi Sign guide.
- 04
Register the certificate with ANAF
On anaf.ro, "User registration" > legal entities / proxies, fill in the form, upload the confirmation document and, if applicable, the authorisation. Approval usually takes a few working days.
- 05
Authenticate and sign returns
At "Certificate login", the browser offers the Simplifi certificate; confirm in Simplifi Sign. PDF returns are signed in Adobe Reader (the form's signature field) with the same certificate exposed by Simplifi Sign, then filed through SPV.

Common errors
- The browser does not show my certificate at login
- Simplifi Sign must be running and logged in. On Windows, fully close the browser and reopen it after starting the app. Check in certmgr.msc > Personal that the certificate appears with a private key.
- ANAF rejected the confirmation document
- It must be the one generated from Simplifi Sign for the current certificate, unmodified. If you re-issued the certificate, generate a new one.
- The PDF return cannot be signed in Adobe Reader
- Disable "Enable Protected Mode at startup" in Adobe Reader (Preferences > Security (Enhanced)) and restart it. Details in the Simplifi Sign guide.
Frequently asked questions
- Is a cloud certificate accepted by ANAF?
- Yes. ANAF requires a qualified certificate from a qualified provider; Simplifi is a QTSP on Romania's Trusted List. Simplifi Sign makes it usable in the browser and in Adobe Reader, exactly like a token. Verified by Simplifi.
- Do I have to pay for SPV with Simplifi?
- The qualified certificate is free, and PDF returns are signed locally in Adobe Reader at no cost, without counting against the 5 free web signatures per year. SPV authentication with the certificate, through Simplifi Sign, is available on paid plans, from Personal (€1/month billed annually, €12/year).
- Does it work on a Mac?
- Yes, Simplifi Sign also has a macOS version (beta). For SPV login use Safari or Chrome after installing.
- Do I need the certificate for e-Factura?
- Yes, authentication in e-Factura (in SPV or to generate the OAuth token used by your invoicing software) uses the qualified certificate registered with ANAF.
