Electronic signature for REGES Online: qualified certificate authentication

Yes. Employer access to REGES Online (the new employee register that replaced Revisal) uses a qualified certificate, for the legal representative or an authorised person. You do not upload signed PDFs; the browser authenticates with the certificate: with Simplifi Sign installed, the Simplifi certificate is offered to the browser as a virtual token. Certificate authentication is available on Simplifi's paid plans, from Personal (€1/month).

Who needs it

The employer's legal representative and every person designated to operate the register (in-house HR, the accounting/HR firm with an authorisation), each with their own certificate.

What exactly is signed

Nothing in the classic sense: the certificate authenticates you and attributes the operations (contract registration, changes, terminations). The authorisation for an external provider is signed electronically as a PDF.

Legal basis

  • GD 295/2025 on the general employee register (REGES Online)
  • Labour Code, art. 34
  • REGES Online portal

Steps with Simplifi

  1. 01

    Get the qualified certificate (free)

Create an account at app.simplifi.ro, complete video identification and enable 2FA. The qualified certificate is issued on the spot, no token, no subscription. If you sign for a company, the certificate is yours as a natural person (legal representative or proxy); that is what the portals require.

  2. 02

    Install Simplifi Sign

Microsoft Store on Windows 10/11 or the .pkg on macOS; log in with your Simplifi account. The certificate becomes visible to the browser. Certificate authentication in portals is active on paid plans (from Personal, €1/month billed annually).

  3. 03

Enrol the employer in REGES Online

The legal representative authenticates with the certificate on the portal, fills in the employer data and designates the operators. Authorisations are uploaded signed electronically (you can sign them in the browser in Simplifi).

  4. 04

Work day to day with the certificate

At each login the browser offers the Simplifi certificate and Simplifi Sign asks for confirmation. Register operations are attributed to the identity in the certificate.

Frequently asked questions

Does REGES Online accept cloud certificates?
The portal requires a qualified certificate presented by the browser. Simplifi Sign presents the Simplifi certificate exactly like a token, so authentication works. Verified by Simplifi.
Can I still use Revisal?
No. The transition period is over; submissions are made exclusively in REGES Online, with certificate authentication.
Does it cost anything?
The qualified certificate is free. REGES Online authentication with the certificate, through Simplifi Sign, is available on Simplifi's paid plans, from Personal (€1/month billed annually, €12/year). Authentication does not consume signatures.
