Electronic signature for AFM: Environmental Fund returns filed online

Yes. Online filing of Environmental Fund returns (online.afm.ro) requires enrolment and authentication with a qualified certificate, under Order 572/2019. The Simplifi certificate is qualified, and Simplifi Sign exposes it to the browser as a virtual token. The full test of the AFM flow with Simplifi Sign is in progress; until it is complete we make no compatibility claim.

Steps with Simplifi

  1. 01

    Get the qualified certificate (free)

    Create an account at app.simplifi.ro, complete video identification and enable 2FA. The qualified certificate is issued on the spot, no token, no subscription. If you sign for a company, the certificate is yours as a natural person (legal representative or proxy); that is what the portals require.

  2. 02

    Install Simplifi Sign

    Windows 10/11 (Microsoft Store) or macOS (.pkg). Log in to the app so the certificate is available to the browser. Certificate authentication in portals is active on paid plans (from Personal, €1/month).

  3. 03

    Enrol with AFM

    On online.afm.ro follow the enrolment procedure: fill in the request, sign it electronically and submit it. AFM approves access based on the certificate.

  4. 04

    File the returns

    Authenticate with the certificate (confirm in Simplifi Sign) and file the returns per the AFM procedure.

Common errors

The browser does not show the certificate at online.afm.ro
Start Simplifi Sign before the browser; on Windows restart the browser after logging in to the app.

Has the AFM flow been tested with Simplifi?
It is under verification. We will publish the verification date and any specifics as soon as the test is complete. Until then, if you filed successfully, write to easy@simplifi.ro.
Which certificate does AFM require?
A qualified certificate from a qualified provider, used for enrolment and authentication. Simplifi is a QTSP on Romania's Trusted List.
