Electronic signature for MySMIS2021: which certificate you need and how to sign

Yes, you need a qualified electronic signature. The MySMIS2021 manual requires the applicant's legal representative or proxy to hold a qualified certificate and the documents attached to the funding application to be signed electronically. The signature goes on PDFs that you upload to the application, so you sign in the browser with the free Simplifi certificate, no token.

Who needs it

The applicant's legal representative or the person authorised to submit the application (with the authorisation uploaded to MySMIS2021). Each signs with their own certificate, issued in their own name.

What exactly is signed

The application generated by the system, the applicant's declarations (eligibility, commitment, double funding, conflict of interest etc.), annexes and, during implementation, reimbursement/payment requests and progress reports. All as PDF, 50 MB per file.

Legal basis

Steps with Simplifi

  1. 01

    Get the qualified certificate (free)

Create an account at app.simplifi.ro, complete video identification and enable 2FA. The qualified certificate is issued on the spot, no token, no subscription. If you sign for a company, the certificate is yours as a natural person (legal representative or proxy); that is what the portals require.

  2. 02

    Prepare the documents as PDF

The portals accept PDF only. Convert Word/Excel documents before signing and check the portal's size limit.

  3. 03

    Sign in the browser

In app.simplifi.ro, upload the PDF (or several at once), choose the signature position and confirm with your 2FA code. The signature is qualified (QES, PAdES format) and includes a timestamp.

  4. 04

Download and upload to the portal

Download the signed PDF and upload it at the required step. Do not edit, print or rescan it: the signature validates on the file exactly as downloaded.

Common errors

"Signature not valid" or "unsigned document" after upload
You uploaded a modified version (re-saved, printed and scanned, or compressed). Start again from the signed PDF downloaded from Simplifi, with no further processing.
The portal wants the legal representative's signature but the certificate is in another name
A qualified certificate is personal. The person the portal requires (legal representative or proxy with a power of attorney) opens their own Simplifi account and signs.
File exceeds 50 MB
Split the document into several PDFs or reduce the scan resolution before signing. The signature does not add significant size.

Frequently asked questions

Can I sign with a company certificate (seal) in MySMIS2021?
No. MySMIS2021 requires the person's signature (legal representative or proxy). An electronic seal belongs to the legal entity and does not replace it.
Do I need a USB token for MySMIS2021?
No. MySMIS2021 does not check the device, only the validity of the qualified signature on the PDF. Simplifi's cloud signature is qualified and validates exactly like a token-made one.
Does it work on the Simplifi free plan?
Yes. The free plan includes the qualified certificate and 5 qualified signatures per year. For many documents, the Personal plan is €12/year for 120 signatures.
