In Romania, seven commercial providers issue qualified certificates for electronic signature to individuals: certSIGN, DigiSign, Trans Sped, AlfaSign (AlfaTrust), CertDigital (Centrul de Calcul), Simplifi (SIMPLIWORKS) and Semnaturescu. The published price for a one-year certificate starts at €27-30 excl. VAT in the cloud and €30-47 on a USB token. Simplifi is the only one publishing a permanent free plan: qualified certificate €0 and 5 qualified signatures per year, with the Personal plan at €12 per year for 120 signatures.
Every certificate in this table is qualified within the meaning of eIDAS: same legal effect as a handwritten signature (Art. 25(2)), accepted by ANAF, ONRC, SEAP and courts. The differences are price, delivery model (cloud or token) and the services around it.
Who is on the list and why
We included providers with a granted “CA/QC for electronic signatures” service on Romania's Trusted List published by ADR (version of 28 September 2026). We excluded STS and SRI (institutional only) and providers offering only timestamps or validation. The list can be verified at any time:

All prices are in euro, excluding VAT, as published by each provider on 17 October 2026. Simplifi prices are for annual plans (monthly billing: €1.99, €2.99, €9.99 per month). With the other providers, the certificate is paid once for 1, 2 or 3 years and signatures are usually unlimited within the validity period; certSIGN cloud is limited to 200 transactions per year.

Cloud or token: what matters in practice
A USB-token certificate is physically with you and used through the token driver. A cloud certificate sits on a qualified device (QSCD) at the provider and you sign from the browser, on any device, authorising with your phone. Some comparison tables state that cloud certificates are “not accepted” at REGES or SEAP. That is true only for browser-only signing: those portals require certificate authentication or local signing, so the certificate has to be visible to the operating system.
The Simplifi qualified certificate is in the cloud, and the Simplifi Sign app (Windows and macOS) exposes it as a virtual token. So it also works where a token is required: SPV ANAF and REGES authentication, SEAP/SICAP, AFIR, signing in Adobe Reader including smart PDFs. Local signing is included in the free plan; certificate authentication in portals (SPV, REGES) is part of the paid plans, from €12/year. Simplifi Sign guide
How to choose
- You sign rarely (tax returns, a contract, an ONRC application): the Simplifi free plan covers 5 qualified signatures per year at no cost. No other Romanian QTSP publishes a free plan.
- You sign often, personally: compare €12/year (Simplifi Personal, 120 signatures) with €27-39/year for the other providers' cloud certificates (unlimited signatures at most).
- You specifically want a physical device or work on a system without Windows/macOS: pick a provider with a USB token (€29.90-47 per year).
- You need workflows (multiple signers, templates, campaigns) or an API: check the API column and what the subscription includes, not just the certificate.
